Oil on spark plug threads

Lately my 97 has been misfiring now and then but its getting worse especially at light throttle going up slight hills. I pulled the spark plugs and two of them have oil on the threads and the electrodes look oil foulded. Should I change out the plugs or do I need to replace the valve seals first?
 
lHow much oil are you talking about? If it built up over a lot of miles then I wouldn't go through the trouble just yet, and try a simple spark plug swap. Plugs are cheap enough that you can pull the new plugs in a few thousand miles to see if there are any signs its leaking a lot. If not, clean them and put them back in. If there is a bad leak, you're only out a few bucks for the two fouled plugs.
